Hi,

I see that the 3.1.0 release is out - but there is no include dir in
it.  (Im using Windows VC8, and VC9, 32 and 64 bit builds) I tried the
naive approach of just downloading the source and grabbing the xerces
folder from there, but because autoconfig was not run, it is missing
an include.

Is it intentional that the include dir is missing, and if so, whats
the right way to compile and link against this release.
