Subject bad metadata in commons-logging 1.1

Remember how commons-logging 1.04 pulled in logkit and other optional
stuff? And  how it took a while to fix, but machines all round the
world were contaminated

It's back in 1.1, with the addition of servletapi 2.3 on there just to
make compiling servlets break too.
