<b>Goal:</b>

A repository architecture/implmentation for software artifacts 
(primarily JARs) for streamlining distribution. Corrolary Goal: Removing 
JARs from CVS.

* Open (language independent, publisher/reader/maintainer independent, 
can be adopted by others)
* Scalable (can be mirrored, distributed, etc.)
* Programmatic (tools driven)
* Secure (both for publishing and downloading)
