It looks like a Maxmind GeoIp issue--mysql's download site is doing
the same thing. I'm at work right now but I'll get you the IP when I
get home (which is where the problem occurs).

My mirror (http://mirror.csclub.uwaterloo.ca/apache/) is also not listed. I

   We are going through the list slowly. There are now 305 mirrors.
   No mirror is "'exempt' from the new rules".
