In response to my query for better mirror maintenance, Karsten Thygesen
<karthy@kom.auc.dk> suggested I look into a tool called "rsync", especially
now that as of 2.0 it's not rsh-based and can be used securely for
anonymous connections.  It looked good, so I installed it.  I have two
repositories set up, apache-site (which is all of <http://www.apache.org/>,
including dist/) and apache-dist, which is just the contents of
<http://www.apache.org/dist/>.  It appears to be much more
bandwidth-efficient than using FTP to mirror content, so I recommend people
check it out and let me know how it compares.
