git-wip-us was "retired" and content moved to gitbox, according to this blog post [https://blogs.apache.org/infra/entry/relocation-of-apache-git-repositories]

So the question remains, can the release process start with the github version of things? 
and can the outdated page along with the document explaining why pushes must go through the
ASF repo ([http://www.sunstarsys.com/essays/git-and-non-repudiation]) be removed to avoid
confusion?
