Subject Docker image license compliance

Looking at dockerhub's apache account, and picking a popular one with 1M+
pulls (couchdb), I'm wondering whether we have to do anything regarding OS
licensing.

If you look at the Dockerfile:

   https://github.com/apache/couchdb-docker/blob/master/2.3.0/Dockerfile

you'll see it's is based on:

   FROM debian:stretch-slim

Which I think is described here:

  https://hub.docker.com/_/debian/

When we upload an image to DockerHub, are we uploading a copy of Debian or
do we expect that DockerHub and/or Debian are taking care of license
compliance?

If we FROM'd an image that wasn't a standard /_/ image, would there be any
difference?
