Yeah that mostly helps. In the particular case that would block the Hadoop 3.0 release if
we don't address it, the software runs without the JAR. If the user were to get the source
code and run the tests (like the developers do before the release), then it would be required.
Sounding like that might not quite be optional, but correct me if I'm wrong as it would save
us from a much more significant change.
