One finer point we're discussing on HADOOP-15080 that would be helpful to clarify: the terms
of licenses that we do use generally regulate how you can distribute software, but json-lib
attempts to regulate how you can *use* software (not sure if that's enforceable, even if it
wasn't an ambiguous clause). So we know an Apache project might use GPL tools to build software,
but the Apache project would never distribute those GPL bits in a single work work ASL bits.
So if json-lib could be limited to use only during build / development / testing in a similar
way to some GPL (Cat-X) tools, would we be okay? Or is the ASF concerned about liability in
the event that the ASF itself is accused of using it for evil when preparing releases?
