I agree [~johndament] and was going to point out the same thing.

This is a concern you may e.g., want to take to Sonatype. This isn't an ASF issue since we
produce source code, and distribute it at no charge to the public. Apache releases are source
releases. PMCs may produce "convenience binaries" and may distribute those and/or source to
downstream channels, but this is no different than e.g., what Debian does or CentOS/etc.,
in putting together a bunch of components and making them part of a collective work or distribution.


I'll let discussion continue for another day or so, then resolve this since there isn't anything
for us to do here.
