I am one of the current jai-imageio-core caretakers after it was abandoned
by Sun's Java.net (feel free to help out in its maintenance!)

Note, "Apache compatible" is purely my own claim added to the README and my
interpretation of its license; as pointed out in this thread there is not
an actual restriction of nuclear use, just that the user have to
acknowledge that it has not been designed for nuclear usage. (that is of
course true for most of ASF's products)

I would welcome VP Legal support of such an interpretation that this
particular nuclear note is not a field of use restriction and to allow the
license.

(Would it be worth noting this "acknowledge" statement somehow in the
NOTICE of consuming ASF products,, to ensure its re-propagation in binary
distributions of Tika?)
