There's a simpler solution: The Foundation would require commits by
employees to signed by a PGP key held by whoever signed the CCLA on
behalf of the company. Authorizing commits then becomes the company's
problems, not ours.

(I see the issue is resolved.  If further discussion of this is needed
it should take place on the list, rather than in jira)
