There is no default attribution requirement, just as there is no requirement of a copyright
notice in copyright law if the owner has no interest in suing for infringement.

If the copyright owner wishes to require attribution, they can choose to create a NOTICE file
containing such an attribution. The license only requires that the NOTICE be retained once
it has been placed (which has the effect of requiring the attribution be retained).
