I would argue against making an exception for this file.

We claim, and downstream consumers understand, that our source release packages are available
under the ALv2.  While license subsumption is an imperfect concept, so long as we can make
a reasonable argument that the license of any bundled dependency can effectively be subsumed
by the ALv2, the expectations or our users will not be invalidated.

However, in the context of source distribution, the EPLv1 definitely cannot be subsumed by
the ALv2 -- and thus including editable EPLv1 source material breaks user expectations.
