Jacques Le Roux reopened LEGAL-296:
-----------------------------------

Hi Marvin, John,

I reopen this issue because of a case I missed in the last request. This case is more on the
edge.

It's said at https://www.eclipse.org/legal/epl/notice.php that all source maintained in the
Birt repository is licensed under EPL v1

It's only 1 file, a bit more editable than a DTD and not really a standard, but kind of in
the Birt ecosystem:
https://eclipse.org/birt/documentation/integrating/viewer-usage.php
https://www.ibm.com/developerworks/library/ba-birt-viewer-java-webapps/#common-steps
https://birtworld.blogspot.fr/2007/09/22-birt-tag-library-building-custom.html

I tend to agree that exceptions should exist by projects and on request. So this request for
the file in question: https://svn.apache.org/repos/asf/ofbiz/ofbiz-plugins/trunk/birt/webapp/birt/WEB-INF/birt.tld

Note: it was wrongly licensed with an ASL2 header in a bulk change and that need to be changed,
or the file removed anyway.

What do you think?

Thanks

> Key: LEGAL-296
> URL: https://issues.apache.org/jira/browse/LEGAL-296

> This has been discussed in the OFBiz project and we prefer to ask before taking a definitive
decision.
> We read at http://www.apache.org/legal/resolved.html#category-b
> bq. For small amounts of source that is directly consumed by the ASF product at runtime
in source form, and for which that source is unmodified and unlikely to be changed anyway
(say, by virtue of being specified by a standard), inclusion of appropriately labeled source
is also permitted. An example of this is the web-facesconfig_1_0.dtd, whose inclusion is mandated
by the JSR 127: JavaServer Faces specification
> My question is:
> Can the files under folders at https://svn.apache.org/repos/asf/ofbiz/ofbiz-plugins/trunk/birt/webapp/birt/webcontent/birt,
all licensed under https://www.eclipse.org/legal/epl-v10.html be included in source form,
without modifications, in an Apache (source) release? It's 160 files and 541 523 bytes at
all. If the answer is yes, are there any legal requirements (i.e. additions to LICENSE and/or
NOTICE file)?
> Thanks!
