I'd like to point out that without any process change, what Mark has proposed is already what
projects do, and what I was recommending Weex to do.  A number of projects use gradle and
gradle wrapper, and when assembling their source releases exclude the JAR from the release
and give instructions on how to re-initialize.  So while its a good solution, its what is
already done.  If you need examples of that, Fineract is the freshest one in my mind.  I doubt
anyone took the infra impact in mind.

Really the scope of this ticket is to allow them to exist in source releases.  I'll also point
out that in all cases, these tools are optional.  Even a security concerned user could build
using their native tooling instead of the embedded tooling.
