I guess I don't understand what the problem to be solved is. We have said it is OK to use
build tools with Cat X licenses. The approved tools typically have to be manually installed.
Why would it be any different if the build tool needs to download some dynamic portion in
order to do its job? How is this any different than doing an apt get or yum install? Frequently
that will download things it is dependent on as well. All that should matter is that the end
user is informed about what will happen.
