Here is my own restatement of the [recommendation from VP Legal|https://s.apache.org/EOT5]:

- MADlib has a number of files in the primary codebase which remain under a BSD license but
do not have any header.  For those files:
-- Do not add a BSD header now or ever.
-- For files which have not been modified: do not add an ASF header.
-- Even if a file _has_ been modified, for the time being do not add an ASF header.
-- The following explanation in LICENSE, which precedes the text of the relevant BSD license,
suffices to explain the licensing of the files:
--- bq. The rest of the source code, unless explicitly marked with an Apache License header,
should be assumed to be coming from previous life of MADlib as a BSD licensed project and
is available under the following license: 

The main upside of this approach is that we avoid all the objections associated with adding
various headers; the biggest downside is that it does not communicate the licensing of the
files as effectively as we would like.

Now, we might continue to discuss to discuss this topic -- however:

- We already have an acceptable solution.
- Since the circumstances are unusual (files with no headers, significant BSD code in primary
codebase), _any_ solution is likely to be a one-off.
