I forgot to add that the reason behind some of my statements above is that some legal people
where I work are concerned that the standard contributors agreement doesn't necessarily grant
permission to "donate/grant" and "relicense".  Which is why Flex had to chase down former
employees whose code was acquired in an acquisition.

So, after sleeping on it, the "no header" solution where these third-party files have no header
because their home version doesn't have a  header and LICENSE says "these files don't have
headers but are BSD and may have some ALv2 changes" seems ok.  Folks modifying those files
will notice there isn't a header and hopefully check LICENSE.

Another option may be that there are contributors to the original BSD code who can go and
add BSD headers to these files.  It occurs to me that if a fellow ASF committer checks in
a new file without the ASF header that I can go add it for him because we all agree that this
work is under ALv2.  So any committer to the BSD project should be able to add standard BSD
headers to the files.  Then we add ALv2 headers when ALv2 contributions are made to those
