[~rvs] I don't disagree that this is what Marvin has said.  Its not something that can be
applied universally though.  Many licenses explicitly talk about modifications and how they
impact the resulting license.  In this case, there is no requirement from either ALv2 or BSD,
and hence what makes them not fall under the copyleft type of licenses.  Marvin's statement
doesn't state what the resulting license of the file is.  While I can agree that different
changes in the code will have different licenses, the implications of having the header is
that its a conclusive listing of how this file is licensed.
