My understanding from prior discussions was that there was opposition to re-licensing the
code under the Apache license.  I see several areas where staying under the BSD license goes
against what the foundation has stated.  I can't enumerate them all, but specifically within
http://www.apache.org/legal/resolved#licenses its implied that projects must be under the
Apache license.  Having a codebase that is not primarily Apache the way MADLib has been described
seems to be against this notion.

The main issue I've brought up as a concern is the podling's unsureness on how to handle changes
to the BSD code.  Surely, based on the ICLAs filed, those can't be BSD licensed.  Yet they
