As it says "distribute that work under terms of your choice", it has been distributed under
the terms of the Apache License. There is no need to do anything else. It is under the Apache
License terms, hence only those terms are needed in the LICENSE file. NOTICE is not required.
If anything were to be mentioned, it would be in a README or CREDITS file.

BTW, the part we distribute in httpd isn't a parser generator. It is a parser. There is no
chance of a downstream violating the intent of that special exception by mistake.
