Jim, OSI approval has never been a requirement. OSI approval isn't even possible in this case
because the license was intentionally project-specific, not reusable by others, and predates

The ACE license is just a BSD license with the actual history of the project described within
it. The additional language is just one FAQ after another trying to explain to then-ignorant
folks that the BSD terms are safe to reuse in other software. That's because ACE had to go
through many legal approvals as Doug wandered from one University to another in the early
1990s. The original was built about 50ft or so away from me at UCI, under what we now call
the BSD license, while I was working on NCSA httpd using an even weirder license. You remember
those times.

I know for a fact that requiring OSI approval in this case would be absolutely absurd.

The OSI is not the authority on licensing.  They are the authority on the "Open Source Definition".
