Fair points, as I mentioned, I wasn't specifically calling out the Cat-X nature of that section,
but the fact that only certain tools are called out.  I'll also point out that [source packages|http://www.apache.org/legal/release-policy#source-packages]
mentions explicitly that the package contains what is sufficient to build and test the package.
 These JAR files become an issue specifically in windows environments, where the use of gradlew
or mvnw is not enough since the OS doesn't provide native ways to retrieve packages via http.
 As a result, I can see these files being necessary to a windows user to build and test the
package, assuming gradlew or mvnw is the tool of choice (which makes sense, since many projects
may want to require or expect certain versions of the tool in use).
