The problem is in the question. It's original intent is:

"Can Category X build tools be included in ASF distributions?"

Possibly a better approach would be to have an exceptions section after "Which licenses may
NOT be included within Apache products?".

The two you list would already be covered by the "For the purposes of being included in an
Apache product, which licenses are considered to be similar in terms to the Apache License
2.0?" section.
