works like this for the [Apache Fluo's GitHub issues|https://github.com/apache/incubator-fluo/issues]
- so that provides a apache.org archive and non-GitHub-account access to see what's going
on - if not at the same convenience level, ASF should be legally and preservability-wise OK

There's still a small longer-term risk of a disruptive (but transient) "hostage situation"
if GitHub's business model changes in the future.

For reference: projects opting for GitHub issues should be aware that there are (at least
now) practical limitations; e.g. can't set labels or assign to people - see [Fluo's discussions|https://lists.apache.org/list.html?dev@fluo.apache.org:dfr=2015-01-01|dto=2016-10-01:%22github%20issues%22].

This was raised on a new project that we're beginning to incubate (Airflow). I asked INFRA,
and they suggested that I ask LEGAL as well as the board.
