The Eclipse Foundation lists Apache 2.0 on their acceptable third party license list: https://eclipse.org/legal/eplfaq.php#3RDPARTY

Assuming Eclipse takes a similar approach to us, I would expect that they would prefer to
have CLAs covering code, but would be prepared to have Apache 2.0 licensed code (especially
from an ASF project) within one of their projects.

To have the code be covered by Eclipse CLAs, you would need to work with them to identify
the contributors to the code that they require CLAs from. I don't believe Apache could sign
a CLA in such a way to pass along the CLAs we have to Eclipse, and Apache itself has little,
if anything, that it would be signing a CLA for.

So best next step is to discus with Eclipse. It looks like an email to license (at) eclipse.org
may be the best ay. I'm happy to help, so feel free to cc me.

Sesame has moved to Eclipse under RDF4J, but that's not much relevant for this legal question.
