I question whether this license conflicts with section 5 of the Open Source Definition? From
the annotations at https://opensource.org/osd-annotated ...

Some countries, including the United States, have export restrictions for certain types of
software. An OSD-conformant license may warn licensees of applicable restrictions and remind
them that they are obliged to obey the law; however, it may not incorporate such restrictions

The question here is whether the relevant passage in the Aparapi license is advisory (which
is OK) or binding (which is discriminatory). IANAL, but the phrases "you shall adhere", "you
hereby certify", and "you will not" seem binding.
