I'm not an official answer person, but I'm pretty sure you can treat the ASM files as a bundled
3rd party dependency.  The files should contain the headers used at the ASM project, then
if modifications were made by the pull requester, an ASF header can be added as well.  If
a file was significantly rewritten, then I've just used the ASF header and mentioned that
the file was copied like the pull requester appears to have done.  Then the ASM project doesn't
need notification as the "home" for these files is not changing.  You could also simply not
bring unmodified ASM files in and adjust the build to pull these files from the ASM project,
just like any other 3rd party dependency.

IMO, I would just make sure LICENSE and NOTICE is right after the code hits the ASF repo.
