Hi [~jmclean], thank you for your answers.  I do not know how the original code was Licensed,
It is from the ViennaCL Project [ 1 ] , which has sponsors from TU Wien and other universities
[ 2 ] , but i don't see any from UChicago my guess would be that there was some collaborative
effort between researchers at TU Wien and UChicago at some point or that UChicago open sourced
some portion of this code and the ViennaCL project picked it up- but I don't think that guess
is worth much.   

Below is the LICENSE.txt file in the base directory of the ViennaCL  1.7.1 release.  Thank

be removed fully?  There are ~50 c++ header files that i will be bringing in.
