The notification requirements are more flexible and thus more complex than average -- they
allow the "Information Provider" to provide an arbitrary "attribution statement".  Hopefully
most providers choose to use the default attribution statement instead, because a sloppily
drafted attribution statement may be difficult to evaluate.  Nevertheless, the intent of the
attribution requirement should be possible to fulfill via LICENSE/NOTICE.

I agree, this license looks like it belongs in category A.
