I disagree. The point of this issue is to find concerns about using GitHub instead of JIRA.
The question is: what legal concerns are the rationale for recommending ASF JIRA? I think
that's been answered. The requirement that was brought up was based on a real risk -- that
github goes away or locks up the data and we lose the intent to contribute. I can't see how
asserting there is a gray area is anything but a FUD argument. What might happen that puts
us at risk?

This was raised on a new project that we're beginning to incubate (Airflow). I asked INFRA,
and they suggested that I ask LEGAL as well as the board.
