[~rdblue] all I can say is that legal issues are never black and white. In that sense, a stronger,
more verifiable proof of intent to contribute (such as ASF JIRA) is preferred to a proof that
we may, at some point, find unable to leverage (such as GH issues). Of course, you can come
up with the scheme of mirroring them to mailing lists, etc. (same way we do with JIRAs) but
that's where the legal gray area really begins.

This was raised on a new project that we're beginning to incubate (Airflow). I asked INFRA,
and they suggested that I ask LEGAL as well as the board.
