AFAIC: issues, artifacts associated with them and discussions that happen there represent
a very fundamental part of the project's public record. Personally I won't trust any infrastructure
that is not controlled by ASF managing that.

Also, like I said above, there's a small but very vocal constituency that refuses to open
accounts on corporate controlled web services. You will at least disenfranchise those folks
if you use GH issues instead of ASF JIRA.

This was raised on a new project that we're beginning to incubate (Airflow). I asked INFRA,
and they suggested that I ask LEGAL as well as the board.
