I understand. The legal requirement is that ASF infrastructure has a record of the intent
to contribute. I think the context you're missing is that issue tracking systems are a way
to do this, because they have a record of a user posting a patch. It may not sound related
if you're thinking about pull requests as the primary method of contributing, but that is
(so far) the only legal concern that has been brought up about using GitHub issues instead
of JIRA.

This was raised on a new project that we're beginning to incubate (Airflow). I asked INFRA,
and they suggested that I ask LEGAL as well as the board.
