I can understand that about pull requests, contributions, etc.

The original question was about GitHub Issues in contrast to using the ASF JIRA or an ASF-hosted
project Bugzilla.  This seems rather different to me and I wonder if there is some confusion
about that here.

I suppose it is a community-operation (and accountability, transparency, preservation) matter.
 Not aware that it has continued at general-incubator though.

This was raised on a new project that we're beginning to incubate (Airflow). I asked INFRA,
and they suggested that I ask LEGAL as well as the board.
