Stian Soiland-Reyes commented on LEGAL-249:
-------------------------------------------

I can't speak for the anti-GitHub-account people - it could be about the source code for GitHub
itself not being open, or corporate control vs Freedom (tm).

Personally for ASF I would be worried about putting all the eggs in a single basket that is
not under our control - GitHub could in theory be purchased by $Corporate, then change it's
T&C in our disfavour, e.g. saying "Max 50 projects per organization" (we have 780) and
demand a large subscription payment ("ransom scenario"), or stopped being well maintained
("SourceForge scenario"), or change how things work without influence from ASF projects ("modernizing
scenario").

I am however very happy that we allow strong GitHub usage (e.g. for continuous integration
tests) and INFRA are helpful in enabling integrations where they don't require intrusive permissions
(e.g. write access). I am however worried if a ASF project have to rely on such a third-party
service for doing their day-to-day work - e.g. using Trello for all planning work, or JFrog
Bintray for preparing a release candidate - which could mean that not all committers have
the required access to prepare a release.

> Is it possible for us to use GitHub issues instead of JIRA for issue tracking and discussion?
This was raised on a new project that we're beginning to incubate (Airflow). I asked INFRA,
and they suggested that I ask LEGAL as well as the board.
