Those PMCs need to ensure that project contribution workflows are capturing the intent to

I agree that accepting pull requests is important.  I've done a limited amount of infra volunteering
over the years; this is one area where I was motivated to pitch in.

This was raised on a new project that we're beginning to incubate (Airflow). I asked INFRA,
and they suggested that I ask LEGAL as well as the board.
