Can you explain a bit more about this? Many projects -- like Spark, Parquet, and Avro -- accept
github pull requests as contributions. I also think it is very important that we do because
it is the easiest path for many contributors. I'm not sure how those projects are covered
in the even that we lose the github PR info.

To my knowledge, all of those require a JIRA issue to be referenced by a PR. Does that cover
the concern here?

This was raised on a new project that we're beginning to incubate (Airflow). I asked INFRA,
and they suggested that I ask LEGAL as well as the board.
