I don't think there would be any legal reasons against using GitHub issue tracking - but there
would be plenty of social arguments against relying on third-party infrastructure for core
development tracking and communication - Apache projects should not need to rely on infrastructure
that is not (somehow) hosted/maintained by ASF. 

Some of that would be mitigated with the GitHub mirroring discussion to ASF mailing lists
- which I think works well for GitHub Pull Requests, but that is more of an incoming communication
channel for non-committers rather than a primary communication channel for committers. 

Are you considering GitHub issues as a user communication channel (e.g. "How do I build a
recursive Airflow?") - or also for feature and bug tracking by Airflow committers?

It might be a good idea to discuss this on the general@incubator list.

This was raised on a new project that we're beginning to incubate (Airflow). I asked INFRA,
and they suggested that I ask LEGAL as well as the board.
