Looks to me that the history is:

1) Based on https://code.google.com/archive/p/gossip-protocol-java/source/default/commits
(Apache License 2.0, one committer: Josh Clemm).
2) Created on Google Code, two commits by harmenw: https://code.google.com/archive/p/java-gossip/source/default/commits
3) Forked to GitHub by edwardcapriolo.
4) Subsequently 47 commits by edwardcapriolo, 2 by irstevenson, 1 by joprice and 1 by ptgoetz.
Of which the latter doesn't look expressive (adding license headers).
5) Additonal pull requests by joprice and rsommerard have been included.

At all stages the licensing is Apache 2.0, so no need for any relicensing. 

I agree with your suspicion that the SGA should be from harmenw. He would seem, possibly along
with Josh Clemm, to be the author of the majority of the code. 

If he proves unavailable after reasonable effort, and this is an area where my opinion may
be more liberal than others at Apache, I would include all of the above in the NOTICE file
and move on.
