However, it doesn't clearly state the rules for propagation to apply during "consideration",
especially in regards to dates and project names. If those are typically discarded, then why
must the "ASF copyright line" be considered at all? Don't consider... just discard, as it's
already incorporated in the generic "includes software developed at The ASF" line and the
project's own ASF copyright line. So, the only thing you should have to "consider" are other
portions of the NOTICE file, right?
