Alex Harui commented on LEGAL-229:
----------------------------------

Just a guess, but when I've read that part in the past, I just assumed that there was a different
recommended header in the AL 1.1 days. IMO, changing the rest of the header text is independent
of the copyright lines in the header.

> In this FAQ item,
> “Should a Project Move Non-ASF Copyright Notices from Apache Source Files to the Notice
File?”
> “No. If the copyright owner is still involved with the project,
> they should move the notice themselves or permit us to do so.
> If the owner cannot be found, the copyright notice should be
> left as is, but the new licensing header should be added or
> substituted for any existing Apache [sic] license header.”
> This statement makes no sense if there is any existing Apache license header. The topic
is about Non-ASF Copyright Notices.
> Or is this inapplicable to the case of imported code under an SGA where there are non-ASF
copyright and non-Apache license notices?
