Yes, the question concerns modifying LICENSE, not NOTICE. At least I certainly agree NOTICE should not change, since the thread is in fact about BSD/MIT licensed code. http://www.apache.org/dev/licensing-howto.html#permissive-deps says a "pointer" goes in LICENSE, though I had read this to mean "in the other project's source tree".
