I'm just a peanut in the peanut gallery, but the word "pointer" in that document is a link
to a mail archive that implies it is a pointer to a file in the package.

Now how you go about doing that can be tricky when you consider that different versions of
a third-party dependency might have different licensing.  It is easiest when you download
a package that has a license in some file in it.  But some packages don't do that and while
I've downloaded a license file from their web-site or SCM or used a URL to their web-site,
there is a risk that it can get out of sync especially if you are locked to an older version
of that dependency.  I don't know what the experts here recommend in those kinds of scenarios.
