"Under normal circumstances, there is no need to modify NOTICE."

The document also makes clear that 3rd party licenses must be either be embedded within LICENSE
or referenced from LICENSE, in which case the text of the license must be stored "within the
source tree" - that is, not referenced from a website somewhere.

My reading of this is that option 1 is *not* correct.
Rather, the LICENSE file needs to reference a local copy of, or actually include, the 3rd
party license.
The NOTICE file should not be touched unless this is required by the 3rd party license.
