[~bayard], it looks like it is probably generated by Doxygen. The ["Getting Started" guide|https://www.stack.nl/~dimitri/doxygen/manual/starting.html#step1]
gives a command to generate a config file to start with, which is probably how the file was
originally created. I think it is safe to assume that this is a doxygen-generated file, but
in that case doxygen considers it a derivative work of the input used in its production --
which is actually the config.xml that I linked to above.

It sounds like that clause is stating that building documentation with doxygen doesn't make
the output GPL; it is a derivative work of the input file (just as using gcc doesn't change
the license of a compiled program). But in this case, the output is generated from a GPL input
file. If that were a project-specific source file then it would be clear that the output is
not GPL, but since it is a derivative work of a GPL-licensed file does that exclusion still
apply?
