Henri Yandell closed LEGAL-201.
    Resolution: Won't Fix

I think this may be a better discussion with the Incubator PMC.

Simplest answer:

* Get a CLA/grant from every contributor providing code.
* For smaller contributions, get them to indicate it's under Apache 2.0.
* For even smaller contributions, rely on section 5.

Determining what smaller and even smaller are though is where the difficulty is and you have
to draw your own line.
