In Jena, a downstream user would invoke the plugin if they downloaded the source-release and
type "mvn clean install".   As tests are run by default in the maven build, whether the plugin
is for testing or not is not visible to the user.  If the LGL code where not there, the build
would fail.  The user has not taken action to indicate they know LGPL is used.
