I'm totally uninformed on the specific technology, but yes. I guess it sounds like a modification
to me. 

Have you asked the W3C what they think? As Andy mentions, asking for test data that is not
restricted to their document restrictions would be a good idea. Have you read their copyright
FAQ? Can you meet their requirements?

Beyond that, why not create your own test data?
